Maine alternative certification requirements, step by step

Each requirement below is stated as Maine Department of Education — Certification Office publishes it, with the governing source cited.

  1. Apply through Pathway 2 transcript analysis if you lack an approved program

Pathway 2 covers applications from people who did not attend a formal educator preparation program. These files typically include multiple transcripts with requirements assembled course by course. Include the transcript that shows the bachelor’s degree conferral date and any Praxis scores already taken.

  2. Compare your coursework to Chapter 115 Part II

Look up the endorsement code you want. Conditional eligibility exists when an applicant meets Chapter 115 Part I general rules and the conditional requirements for that endorsement in Part II but has not yet met every professional-certificate standard.

  3. Receive a three-year conditional certificate if professional requirements remain

20-A M.R.S. §13012-A authorizes a conditional certificate for individuals who have not met all professional-certificate requirements, for shortage-area endorsements, or for professionally certified teachers transitioning to a new endorsement. A conditional certificate is issued for three years and may not be renewed.

  4. Teach with required mentoring and finish remaining requirements

A school administrative unit may employ a conditionally certified teacher only if it has a locally designed peer support and mentoring system. For most conditional certificates the unit must provide intensive, classroom-focused professional development and structured supervision for at least the first two years. Chapter 115 also describes a rubric-driven portfolio pathway (high-quality PD, courses, on-the-job experience, and mentoring) that must be approved in advance and cannot exceed three years.

  5. Apply in MEIS for the professional certificate before the conditional expires

When remaining coursework, GPA, Praxis, or portfolio evidence is complete, submit a professional-certificate application in MEIS with the $100 teacher fee and current CHRC. The conditional certificate cannot be renewed, so conversion timing is part of the employment plan.

Maine does not market a single branded “alt cert academy.” The official initial-certification page instead offers Pathway 2 for people assembling requirements from existing degrees and coursework. That analysis can result in a professional certificate if Chapter 115 is already met, or a conditional certificate if the Department concludes the applicant can reasonably finish remaining items within three years. Treating Pathway 2 as automatic classroom authorization without reading the resulting evaluation letter is how candidates miss hidden course gaps.

The conditional certificate’s non-renewable three-year term is statutory. Section 13012-A says the certificate is issued for three years and may not be renewed. It can be used for people who have not met all professional requirements, for shortage-area endorsements, or for professionally certified teachers moving to a new endorsement. Employment is allowed even when professionally certified teachers are available, but only if the school administrative unit operates the locally designed peer support and mentoring system required by §13015-A.

Mentoring intensity is higher for first-time conditional teachers than for endorsement-changers. For certificates issued because requirements are incomplete or because of a shortage area, the employing unit must provide sustained, classroom-focused professional development and intensive supervision for at least the first two years (or longer if needed). Professionally certified teachers adding an endorsement need at least one year of that support. Those duties sit on the district, not on MEIS, and they are a condition of legal employment.

Chapter 115 Part I (2025 amendment) adds a tightly controlled portfolio option: a rubric-driven portfolio that may include professional development, courses, on-the-job experience, mentoring, and sometimes professional testing, designed case by case between the hiring superintendent and the Department and approved in advance by the State Board. Applicants on that path remain on a conditional certificate until the portfolio is complete, not to exceed three years, and the pathway sunsets in September 2036. It is not a walk-in substitute for an approved preparation program.

Required exams and fees

Maine uses Chapter 115 options: Praxis scores, 3.0 GPA on required coursework, or portfolio review (endorsement-specific). Fees and cut scores appear only when published by the cited source (as of September 2026).

Out-of-state comparable certificates may receive a reciprocal professional certificate only to address identified staffing shortages after CHRC, per the Department’s Pathway 3 page and Chapter 115. Applicants who are not shortage-eligible, or whose credentials do not match a professional endorsement, are evaluated under Pathway 2 and may be issued a three-year conditional certificate while they complete remaining Chapter 115 requirements.
