Higher Education Administration Pathways in Massachusetts

Massachusetts does not license college presidents or deans. The Department of Higher Education and the Board of Higher Education coordinate the public segment—UMass, the state universities, and the community colleges—while a large independent sector hires through its own trustees. Evaluate graduate programs against DHE’s public-segment information where it applies, institutional accreditation, and the posted search criteria on the campus you want—not against a DESE administrator-license checklist.

Higher education administration prepares educators and professionals for leadership roles in colleges and universities. It is related to educational leadership but is not a K–12 principal credential. State teaching or administrator licenses usually do not govern college roles the same way public-school building licenses do.

How higher-ed administration works in Massachusetts

Massachusetts does not license college presidents or deans. The Department of Higher Education and the Board of Higher Education coordinate the public segment—UMass, the state universities, and the community colleges—while a large independent sector hires through its own trustees. Evaluate graduate programs against DHE’s public-segment information where it applies, institutional accreditation, and the posted search criteria on the campus you want—not against a DESE administrator-license checklist.

Public Massachusetts is a three-layer map under one department. UMass campuses, the state universities, and the community colleges share a Board of Higher Education policy roof and still run separate HR offices. Salem State University is the public campus that appears in this higher-education administration extract; that does not make it the template for a UMass or community-college search. Read the classification of the job—professional staff, administrator, or faculty-hybrid—because those labels are local.

The independent sector dominates reported completions. Boston College, Harvard, Northeastern, Lesley, Endicott, Bay Path, Merrimack, Suffolk, and Regis are not DHE employees. Their searches range from research-university academic administration to adult-learner and professional-program student services. A practicum designed around one of those cultures will not automatically translate to another, even when the CIP code matches. Mission, union status, and whether the role is faculty-facing matter more than the department’s logo on a statewide plan.

What campus HR typically asks for is still functional evidence. Mid-level residence-life and enrollment roles list a master’s plus experience in a dense, tuition-dependent market. Dean and vice-presidential searches more often list a doctorate and a record that can survive a faculty or trustee interview. None of those processes uses a DHE personal exam, and none of them is reciprocal with a DESE principal or professional-support license.

What to verify before you enroll

  1. Use the Department of Higher Education for the public segment

The Massachusetts Department of Higher Education staffs the Board of Higher Education, which oversees UMass, the state universities, and the community colleges at the policy level. It does not issue a personal license for campus deans. Read mass.edu for public-segment structure, then read the hiring campus’s HR site.

  2. Treat the independent sector as the larger labor market

Boston College, Harvard University, Northeastern University, Lesley University, Endicott College, Bay Path University, Merrimack College, Suffolk University, and Regis College report higher-education administration completions. Those trustees, not the Board of Higher Education, write most of the state’s campus search criteria.

  3. Do not collapse UMass, state universities, and community colleges

The University of Massachusetts system, the state universities such as Salem State University, and the community colleges have different boards, bargaining units, and administrator titles. A state-university student-affairs search is not a UMass academic-personnel search.

  4. Match degree level to the function, not to a state exam

Massachusetts campus searches typically ask for a master’s for mid-level student-affairs and enrollment roles and a doctorate plus a faculty-facing record for academic deans. There is no DHE cut score for those personal titles.

  5. Treat IPEDS completions as supply in a dense market

Awards conferred identify programs. They do not create a statewide campus-administrator license and they do not replace a Department of Elementary and Secondary Education professional support personnel or administrator license.

Frequently asked questions

Does the Massachusetts Department of Higher Education license campus deans?

No. DHE and the Board of Higher Education coordinate the public segment. Individual campus officers are appointed by institutional boards and HR offices.

Are independent-college administrator jobs posted by DHE?

No. Independent campuses hire through their own trustees. DHE’s public-segment materials do not write those minimum qualifications.

Will a higher-education administration degree meet DESE administrator licensure?

Not by default. DESE administrator licenses are K–12 credentials that require an approved preparation sequence. Campus jobs are separate.
