Higher education administration prepares educators and professionals for leadership roles in colleges and universities. It is related to educational leadership but is not a K–12 principal credential. State teaching or administrator licenses usually do not govern college roles the same way public-school building licenses do.
How higher-ed administration works in Washington

WSAC’s name is the first confusion. The council is a statewide coordinating and aid agency, not a board of regents for the University of Washington. UW and WSU already have regents. Regional universities already have trustees. WSAC can tell you whether a private graduate provider is authorized and how the state talks about FAFSA completion and attainment. It cannot staff a Seattle or Pullman vice-provost search.
Public Washington is a short list of distinct employers. This inventory includes the University of Washington-Seattle Campus, Washington State University, Central Washington University, and Western Washington University. Their student-affairs staffing models and faculty-governance habits differ enough that an internship on one campus is a reference, not a transfer ticket. SBCTC colleges add a large student-services workforce whose administrator titles emphasize access, workforce, and transfer rather than a research-university higher-ed doctorate.
Independents in the Puget Sound and South Sound hire through their own trustees. Seattle University, Seattle Pacific University, and Saint Martin’s University report master’s or doctoral activity and often want mission fit plus evidence you can run residential or adult-learner student services. Mid-level roles commonly list a master’s; dean and vice-presidential roles more often list a doctorate plus a faculty-facing record. None of those titles is a PESB principal certificate, and none of them is issued by WSAC as a personal campus-administrator license.

Use WSAC for aid, authorization, and statewide strategy—not campus HR

Treat UW, WSU, and the regional publics as separate employers
The University of Washington and Washington State University have their own boards of regents. Central Washington University and Western Washington University are regional publics with their own boards. A Seattle academic-administration search is not a Pullman or Bellingham eligibility list.
